NATIONAL CONSTITUTION EXPRESSES THE RULE OF LAW.

Many countries in the world have written constitutions which guide them through a universally acceptable type of governance,other countries like Britain do not have written constitutions but flow a well known system of governance that promote and safeguard the rule of law.Do you know any other country which has unwritten constitution?

Uganda, my mother country, like your country have a written constitution.

A constitution is a set of basic laws and principles that govern the actions of  an organization or a country.It further describes the rights and duties of members or citizens and how they are governed.There are other laws besides the Constitution in Uganda and these are by-laws,customary laws and institutions’ laws which are made in conformity with the Constitution.

How are by-laws and other laws made in your country?

The constitution stands superior to all other laws,whereas other laws are made in conformity with the constitution.The constitution is made by all citizens through a consultative process while other laws are made by a group or institution concerned.The constitution guides all citizens while other laws may not apply to all citizens.While nobody is above the constitution,some people are above some laws.Other laws are limited to particular objectives,districts or local areas while the constitution is not limited to any particular objective or locality.The constitution applies to all aspects of life of the people while other laws apply to the operation of a group or institution.

The Historical background of the Uganda constitution.

Uganda had four constitutions since independence.

The 1995 constitution was made after national wide consultation.

Uganda had both Kingdoms and Chiefdoms before and during the colonial period.The Kings and Chiefs had both cultural and legal powers.Different ethnic groups had their awn traditional and customary laws which were not written.The customary laws were recognized as the major principles in administration and management of society.

Centralized kingdoms had kings while in non-kingdom areas the administration was in the hands of the clan heads,family heads,elders and councils.In centralized and non centralized societies,the leaders planned for development,settled disputes and conflicts that would occur in their respective communities.

The British system of administration was introduced when Uganda was declared a British protectorate in 1894.The laws which came with the British system replaced some of the customary laws.Some of the the customary laws continued to exist,even today they are still used to settle conflicts in the communities.

In 1961 the constitution making process started as the British colonial administrators were preparing Uganda for independence.This process led to the coming into effect ( promulgation) of the 1962 constitution.Uganda became independent on 9th October 1962 and since then Uganda has had three different constitutions i.e 1966,1967,1995.

The 1966 constitution was passed by parliament without debate and as such it is sometime referred to as the “pigeon hole” constitution because the prime minister then,asked parliament to promulgate without reading it and asked members of parliaments to collect their copies from pigeon hole after passing.It was later replaced in 1967 by a constitution which abolished kingdoms and chiefdoms and heads of districts.

In 1989,the process of making a new constitution in Uganda started.Government established the Uganda Commission chaired by Benjamin Odoki ( The Odoki Commission). The Odoki Commission collected people’s views before drafting the constitution.The draft constitution was debated four 18 months in the Constitution Assembly (CA) and finally promulgated on October 8th 1995.

The 1995 Constitution has 19 chapters which are arranged as follows:

Chapter One – The constitution.

Chapter Two- The Republic.

Chapter Three- Citizenship.

Chapter Four- Fundamental and other Human Rights and Freedoms.

Chapter Five- Representation of the people.

Chapter six- The Legislature.

Chapter seven- The Executive.

Chapter Eight- The Judiciary.

Chapter Nine- Finance.

Chapter Ten- The Public Service.

Chapter Eleven- Local Government.

Chapter Twelve- Defense and National Security.

Chapter Thirteen- Inspectorate of Government.

Chapter Fourteen- Leadership Code of Conduct.

Chapter Fifteen- Land and Environment.

Chapter Sixteen- Institution of Traditional and Cultural Leaders.

Chapter Seventeen- General and Miscellaneous.

Chapter Eighteen- Amendment of the Constitution,and

Chapter Nineteen- Transitional Provision.

Having knowledge and understanding of these chapters makes you more informed on issues of our constitution and helps you to understand Uganda as a sovereign nation.

Can you therefore explain in your own words the historical background leading to the current constitution of Uganda?

The national anthem is our national song which sung at important occasions and celebrations at schools or in our community.When the anthem is being sang,people should stand straight,to attention or if they cannot stand ,they raise up their right hand.Here goes our National Anthem:

Nature our mother.

Nothing is new in this world,apart from the technology that is permitted to exist with us. The new technology that govern our way of life,I am talking about, nonetheless go through a process that is governed by the rules and regulations of nature.Nature our mother,that breast and feeds us.We however,disorganize nature in our quests to survive.We destroy the forests,reclaim swamps, block the inlets and outlets of water tributaries as we advance in the our so called economic growth.The after effects is worth but we do not learn!Like when approximately 400 people were buried alive in Mbale district in Uganda-the country where I am a citizen, some time back by the mountains that run off the margins that used to hold them up. People had unwittingly continued to indiscriminately cut the trees surrounding the mountainous areas,living it bear.The lakes and rivers are not spared either.We throw and damp a lot of unwanted but chemical infested materials and taint the clean waters,yet we desperately want water.One time I paid a visit to my birth place where I had left for many years.I had gone to say hallo to my relations.The village was running without water for a month and every thing was in a terrible situation.That is when I realized that water is important.The destruction of our mother nature cuts across all spheres of life. At individual,institutions,firms  and government levels alike.The poverty that has overwhelmed the people of this continent tend to force them to find redress in the unintentional destruction of nature,the government economic policies made to bring in enough funds through taxes has influenced the people to burn the vegetation.Wood used as material for furniture,charcoal and firewood used in government prisons,schools and army barracks tell a big story about how mother nature is destroyed unsparingly.The industrial fumes and dangerous chemical gases are always released into nature.We demand that humanity begin to realize the essentials of nature and begin to give it the respect it deserves.The forests,swamps,sand, stones,animals etc are living things with which we partner no actual compete.We demand stern punishment to those who ignore the universal calling to spare nature and call for a better alternatives of survival at the same time.

IN LINE OF THEIR OWN DUTY

“Ordinary people in Africa states surprise me” a passenger sitting next to me in a taxi at the middle seat loudly told me. We had just bumped into a pothole. “whenever their local governments civil servants implement the policies made by the politicians they fall on their knees and praise them and the government for doing so” he continued.

“Politicians in their own right have known where it benefits them most and that is where they concentrate their efforts for political gain” another passenger at the back row chipped in as if she knew where this conversation was heading to. Probably she had caught it at its tail! They were talking about the pride both the political leaders and civil servants in Africa take while carrying out responsibilities bestowed on to them by the community and their humility.

The civil servants do not want to be the odd men out in their line of duties,they always take their time especially when it comes to the signing of bank checks and withdraw of money from the accounts where they are signatories in the name of being extra careful with financial rules and regulations.

It does not a matter whether the accounting officer is big or small in size so long as he has the power to suction for the release of funds from the banks,he can take his time envisaging on the best time and methods to do just that.It does not matter either from which school he graduated ,he has the master key to make things move.So a politician has to severally convince him to quicken on the process of doing some work in his area of jurisdiction.Many times with kickbacks,promises of promotions,or threats- whatever it could be.

That is Africa with its politicians and civil servants-yes implementers of set down policies. Every one want at least some glorification and to be noticed.

Usually this is done at the expense of development.Development programs are stuck through out the time an accounting officer is waiting for some one to plead for his permission.

The development thinkers had thought that it is the best alternative to create two blocks in the implementation of development programs- the policy makers and the civil servants.in order to avoid conflict of interests.But these are the people who have caused this continent most of the suffering.Policy makers at any level of decision making think that they are the only lot that have the greatest powers while civil servants on the other hand wait to punish them with delayed implementation.

Ordinary Africans in the villages hope to see their livelihood improved at all times. They ostensibly know that the responsibilities and authority to collect tax from them entirely rests with those they put in positions of leadership and always expects them to use  the natural resources in their powers optimally well to the benefit of every citizen.

Not so many areas ordinary people want their leaders to focus for their crucial benefit.They expect them to allocate funds in the areas of agriculture,education,transport ,health,culture and perhaps technology.However whenever a proposed budgeted for proposal is implemented the people glorify the politicians as though what was done was a fovour!

That is where my fellow taxi traveler got the greatest surprise. Why the aggrandizement? Why the praises? Are these people not in line of their own duty? Their obligations.

I have seen an impoverished old woman in Uganda giving her own hen that lays the golden eggs to the politician during a rally in her village.When I asked why she did that after the heavy weight had gone, she replied “It was a gesture of civility.You never know the gentle man will remember me one day and pay me in the same currency as I have done”but the politician to who you gave your hen has more than enough.I argued. “I know but how are we poverty stricken village dwellers going to be noticed unless we force our selves on to those who have in abundance and holds political and corporate powers as well.She ended the interrogation.

I was not convinced all the same by the argument of the old woman.Even the mantle of throwing praises have engulfed the ordinary people for the sake of winning favors I asked my self. The government worker want to be recognized and the politician too struggle for glorification and front places at functions and assemblies.What a surprise!

For every road that is constructed or a school that is build a politicians and his civil servant expect praises or glorification.Praises are in many forms.It could be be a portion of what a contractor has received as a cost for building the school or for the construction of the road or some thing else that commiserate with his status and put down the status  of the giver.

The desire for glorification in the circles of African development has driven good decisions in the limbo.Bodies like East Africa Community,African Union,Comesa and alike suffer from glorification and praise syndrome to the detriment of the countries where they are.

For now a decade has gone by since the African Union was formed.Would it be a crime if some one disgruntled by what it has done so far say that its powers rests in the convergence in one of the African country’s city to eat and enjoy a pompous meeting while most citizens of African countries are displaced as a result of conflicts and civil wars?.A good example is Southern Sudan and Democratic Republic of Congo.

We hear praises and counter glorification in favor of the leaders they call gallant sons and daughters of Africa and a new bleed of African leaders being bestowed on to them whenever they are in such important summits on behalf of the  African child.

Africans would like to see their resources used by the people they give political and economic powers to decide on their  behalf very well other than wait for glorification and praises events before something important is put in motion.They want to see their countries develop and have an changed life for the better.

Thanking someone for the job well done is not bad but seeking self aggrandizement in order to effect development put many civil servants and political leaders at the helm of arrogance and derail development.

Political leaders and civil servants should all the time remember that whatever they do is done in line of their own duty and a right to their fellow citizen not a favor.

It has lived with us for such along time and implications are rife that it is not going so soon, theories have been brought forward by several people in the world that claim that they have the cure and the ability to eradicate it. Although such theories have been tasted nothing practicable and dependable have been found to prove the authentic of such claims.

Sorcerers, on one hand and tellers of fortunes on the other hand, come to the scene to make an attempt towards driving this monster away from the sphere but the story remain the same.Believers in a single God made a try but left without a word! Their suezing argument,however is ” put your hope in God”, indications are emphatically alive that it will remain with us until the goats comes back home.It is firm rooted and no one has the potential to uproot it.No one whatsoever.

Death is a monster.A monster without beginning and an end.The beginning of death described in the  books severally printed has not convinced satisfactorily their readers because each give a different version.What I truthfully know now from the on set, is that death will survive and continue to  loom large as it torments  all those who come to the surface of this world, all the time.

Anyway,that is a proven fact.No doubt about it.Death has claimed many people, especially the  weak and the frail.Notable among them are the persons who lived with in your environ but died a miserable death.They have loved to obtain medication but had no access to medical centers, because of their inability to pay for treatment.The strong who died are innumerable all over the world.They had the finances to buy life but death did not allow them to see the light of another day.Think about Shakespeare- whose compositions are debatable, whether he was the one who wrote them! The great teacher, Jesus Christ, and prophet Muhammad. they all were vanquished by death.In Uganda death mysteriously robbed King Fredrick Luwangula Mutesa, of his life,the first president.He was a daring of everybody.It is said he died of poison. The Indian student girl who lost her life at the hands of the rapists recently!

There come cardinal Emmanuel Nsubuga Wamala, a priest who saved many lives during the Museveni / Obote war in the 80s and other civil strife that happened before and after the end of Apollo Milton Obote regimes.In spite of the love, cardinal Emanuel Nsubuga Wamala had for his fellow Ugandans and the courage he displayed death did not spare him either.He died after all.

Death used Field marshal Idi Amin Dada, the Ugandan military dictator to claim the young,old,politicians and clergy without Marcy.Count the many innocent blood your president has shed.Death has so many forms moreover.When General Yoweri  Kaguta Museveni restored sanity and respect for life in Uganda death changed it’s form and perforated his administration by taking scores of people.The word has it that many of them died of poison.

I can mention some: Norbert  Mayombo,former army officer in UPDF,Paul Muwanga,former head of state and lately Cerinnah Nebanda woman member of parliament Butalejja district in Uganda. Her death, especially after toeing a different  line of argument about the issue of the recent discovered oil source from that of her political party – National Resistance Movement, NRM Government wanted the Minister in charge of Energy to have the constituted power and authority, the MP and her likes,wanted the power and responsibilities to be vested in an authority,cast a lot of doubt on how she died.But people believe until now that the Central Government had an invisible hand in her death.While Ugandans are bitter over her demise and the way she died,death is on the thresh hold marry making over it’s success.

What baffles me,however,is the practical praises that people bestow on the dead person.When one passes on,his/her relatives,friends and other people change the way they talk.I am talking about the tune they use change forth with!When she/he was alive nobody bothered to praise or show a sign of appreciation and love.Now she/he is dead,the people walk the acceptable talk.The deceased had gone through the trials and tribulations of this world, for a long time alone and no body threw a hand of help.

He/she was ignored in the general term of the matter.He/she was as if he/she did not live among them.He/she was overshadowed and none certainly cared about whether he/she was around or not.He could however,receive recognition just when he is in the class of those who have.Here  she/he is regarded as one of them but simply for the sake of winning favors from her/him.

The poor harvest a different attitude towards his/her existence. There are times when he/she falls sick and ” given a bed” a term used to express the fact that she/he is admitted in the hospital to allow the medical personnel take a through examination and administer medicine to the sick, while she/he is in their custody,not so many people except her/his close relatives goes to the ward to express heart felt concerns about him/her and sincerely provide the most needed legal tender to pay for medical bills,buy fruits or food.

Meanwhile, those who manages into the ward instead talk hopelessly in the presence of the sick about her/his condition.You hear them say,” he/she have very few days left,why do you have to continue loosing money on someone who is already dead?” ” what we suggest, they continue, is that you ask the medical personnel to discharge him/her and go back home while he/ she is still breathing as you wait for the time and day for him/her to die”

Such statements  made in the presence of the of the sick distresses her/him instantly.If not he/she nostalgically hate every one in his/her presence or refuse medication and finally she/he dies.

The living has away of pampering the dead before and during the time of burial.You have seen or heard many well to do relatives living in towns,cities or in distant areas, when they learn that their relatives has passed away and laying still in his/her sitting room,they grab the opportunity to organize expensive burial ceremonies.They purchase costly coffins from the cities and passively praise the deceased either in speeches,songs and announcements as they shade crocodile tears.

The people who had been closer to the deceased during his time of peril, sickness and tribulations will whisper to you that whatever is done is a sign of show off ” The deceased lacked every necessity that needed his/her money while on his/her death bed,not even a cup of juice to quench his thirsty was provided.Now he/she has died, his sons or daughters lavishly spend that money to create an impression that they cared.Where was he/she when the deceased desperately wanted the money to pay for treatment,buy food and all the general comfort he/she perfectly required?”

Another man adds,” those are the people who goes to the cities and neglect the people who sacrificed greatly for them during their childhood and paid for the best education they have.However,when their close relatives dies they come back in the villages to show off- that is when you see the houses of the deceased receive a face lift,they actually forget that no one survives than death.That death will catch them one day.

Such scenes of praising the dead are traditionally done mostly in Africa or in Low developing countries where the big population is poor and the young are presumed to be insurance of the aged.It is shameful  in the eyes of an African for the young not to take charge in the up keep,care,or provision of the required necessities to the old people.

Besides human beings are accused of accelerating death or helping death to take scores of people even before their time of death.The significant singled out events are the time of war and battles.The continual manufacturing of weapons that are used to eliminate life and the mob justices that is widely spreed in African countries,hunger,negligence and accidents add salt to the wound.Because of clandestine type of family in Africa,members of such traditional structures are expected to take charge whenever something terrible and beyond the control of their senior members do happen- Death being the least expected.

Although attempts have been made by the governments in Africa to put in place programs to help its citizens,namely,health schemes,the money to facilitate such programs get into the hands of the corrupt public officials.

Surprisingly,politicians have very little will to fight the vice. Better said than done,no one survives than death.Every living thing is meat to the mouth of death.Haven’t you heard of the cranks and crackpots in Western countries who use the guns in their hands and at one swoop kill scores of people they find in public places,especially the children?Haven’t you heard?

THE CRYING FREE MAN

The silent and loud out cry by children over the way they are treated by the people supposedly responsible for providing them with protection,over the years, seem to go unheard!The mistreatment of children in their parent’s homes,at school and in public places – like markets and hospitals is a dairy routine.With the question why the harassment,torture,and other evils meted against them go unabated remain to be answered,the social evils in society,goes beyond the understanding of responsible and right thinking citizens and cuts across the human segment.

Now the children have come out vividly to defend their rights.They grab whatever opportunity available to tell the world that they have become the punching bags of the people who begot them and those responsible for their safety and lively growth.

You hear their plies in songs,drama and music.You read them in poetry and descriptive write ups in Newspapers,periodicals and books calling for attention. The culprits seem not to take heed.Their tells make them to cry in spite of being free,you too become a crying free man along with them.The tears you shade is simply tears of anguish and grief.An expression of emptiness and defeat-because you are not in chains other people may begin to wonder what has gone wrong.But the fact will remain that the social evils that engulf the young generation is the cause of grief.

Nabulya Restetuta,a thirteen years old pupil of St Maris Nsuube in Nkokonjeru Town Council,Buikwe district in Uganda for instance,made the people who had gathered to celebrate the World teacher’s day in October 2012, in Njeru town council’s office grounds to relentlessly cry.She said that children are beaten severally by the wives of their fathers and their hands deepened in hot water and neglected ” Didn’t you hear a fifty year old man defiling his own daughter?,a mother deepening her own nine year old son into hot water for supposedly stealing a one hundred shilling coin?,another mother who threw her five children in the river Nile?,a man who hacked to death his five children- this was in the outskirts of Kampala” she soberly asked the gathering.What have we done to deserve such treatment, Gentlemen and mothers of this world?

Nabulya Restetuta is not alone.Vincent Saabwe,a primary six pupil in Bukaya primary school, Njeru Town Council,says that children in schools are made canon fodder for the teachers to beat ” we are given corporal punishments,like digging the ant hills-and our sisters defiled by male teachers while they are at school,”didn’t you read about a teacher re arrested for defiling nineteen students in the Government News paper-The New Vision? What dont you know-schools which are burnt by the adults and children within the dormitories die a painful death? As we celebrate the 50th years since Uganda got independence from the British rulers,what remarkable achievements,in its true perspective, can we count as Ugandan infancy are concerned” Saabwe Vincent cried!”The achievements in its true sense has not been big enough because the teachers who groom the human resource all over the world have not been fully supported” Mrs Margret Rwabashaija,the Uganda National Teachers Union,chairperson,answered when she was requested to give her view.Nothing will ever replace a good teacher,if we want better results from our education system we all need to take a stand for teachers,this means that government parliament,foundation bodies,education managers at all levels,parents,community and all the teachers unions,we all need to do our level best to support the teachers in Uganda.

Teachers need support and respect from government.They need a government that appreciates their contributions to national building and not leap service” Judging from that Mrs Margaret Rwabashaija said you are forced to adduce signs of disillusionment and frustrations among members of the teaching profession.You cannot be blamed to believe that the harassment,torture and mistreatment for children while at school, come as a result of such situations,You end up crying-a crying free man moreover,crying endlessly for our young generation.You search for the drug that will cure permanently the difficulties with in the education system and the scars left by the stress and the stigma,when you eventually fail to find a cure,you cry,cry,cry continuously.A Crying free man!!! you are.

Besides teachers pupil relationship,the same question abound that who will save the children from social evils mated against them by their parents,relatives and the people they know? Grooming a generation that will become the future parents and drivers of our country at a later date in such a way that do not worry the few citizens who give respect to young generation the more.Children are not inhuman,they are people who need care and fair treatment,you sum up.But is your summation enough? Is it useful? What stability can it bring in the hearts of the tortured? Can it bring a win\win situation? Your answer is good as mine.

THE CONTINUED LOSS OF PARLIAMENTARIAN SEATS BY THE NRM-( UGANDA )- IS IT AN EXPRESSION OF ANGER?

The outlet to enable the disgruntled candidates in the districts and parliamentary concluded general elections to seek for redress in the courts of law was left open by the Uganda National Constitution.This gave an opportunity to any person aggrieved by the decisions of Uganda Electoral Commission in respect of his/her complaints to appeal to the high court.

Appeals to the high court began to flock in immediately after the general elections ( 2010) that socked the jury.It was an expression that either the elections was poorly organized or the voting was marred by mischief and misdemeanor.All the cases registered in the high court were judged against the defendants.A decision that obliged the Uganda Electoral Commission to organize fresh elections in the constituencies affected.
The unfortunate part of the process is that The National Resistance Movement party (NRM) A political party in leadership,began to lose parliamentary seats whenever the elections was organized.All the seats went to political parties in opposition- Forum for Democratic Change ( FDC),led by the Retired Coronal Kizza Besigye taking all the seats except a few that went to Democratic Party (DP) led by Norbert Mao.

The continued loss of parliamentary seats by the NRM did not shock and impair the NRM top people alone but sent those who ha all along thought that the ruling party had permanent political strength basing on the 68 percent it received during the presidential general election to Topsy-turvy and asked whether the loss was simply an expressionless of anger.

If you are reading this article and you are a Ugandan you may share with me the same reasons that I think brought the intractable losses so far,to Mr Museveni Yoweri’s political party or you may have differing reasons -all the same the fact shall remain that there is some thing eating the political strength of this party that was the darling of many compatriots of Uganda especially the women. In the bye-elections only the former Vice president of Uganda Baalibaseka Gilbert Bukenya of the ruling party managed to retain his position as a Honorable member of parliament representing Busiro north constituency,the other nine NRM candidates lost!

In the early years of NRM government,the National Resistance Movement political party boasted of the block vote of women in favor of it and women were highly boisterous whenever some one spoke ill of NRM.As things stand now and having a glimpse from the concluded bye elections,the women as the largest population in Uganda have abandoned the NRM as regards parliament in favor of those in opposition.The parliament,so they say,is where decisions concerning their growth as individuals and the growth of the country are made.But NRM which has the largest numbers of parliament has failed to deliver.All the political pronouncements in favor of women emancipation made by the NRM have been either abandoned or given very little attention.Such pronouncements remain on policy papers.Take for instance, the Gender policy.

Women were promised equality and empowerment in political,economical and social spheres but it has been and continues to be the premises of elite women who are not the majority women voters the NRM was famous of and do not reside in the rural areas of the country.Despite of the promises enshrined in the Uganda Gender Policy of 2007 challenges to attain equality still persist under the eyes of NRM its initiator.An analysis of the Uganda Bureau of Standards ( UBOS ) Of the population currently leaving below the poverty line indicate that poverty impacts differently on different groups.The Social Development sector Strategic Plan (SDIP) indicates that under the NRM government 33 percent women tend to be poorer than men.

This is more severe for women who lost their husbands during the civil wars that has been taking place in Uganda,including people living in households which are headed by widows.Further more there are estimated 2.8 million orphans ( 15 percent of Uganda children) the Social development sector strategic investment plan (SDIP) indicate that 41 percent of boys – orphans and 36 percent of girls orphans fall below poverty line ( all these children are a burden to Ugandan women ) Generally women in Uganda are extremely poor.

The participatory poverty assessment done in 2002 revealed that women’s inadequate control over livelihood assets such as land,labor,skills and information,networks,technology and financial capital remains one of the root cause of poverty.For example,although 90 percent of women are engaged in agricultural production,only 25 percent control the land they cultivate.This scenario creates enormous challenges for women as they increasingly take on the burden of the family,provisioning thus seriously undermining the sustainability of the house holds,NRM government so they say has done very little to remove the constraints to women livelihood and without shame goes on to canvass for their votes.

The Uganda women voters while expressing anger to the NRM government clearly indicated that NRM has a lot to do on the rights to human development.The right to human development encompasses a wide range of entitlements ranging from security of the persons to ability to access justice.However,a number of laws,legal processing and enforcement procedure continue to discriminate against specific categories of women.Critical gender related barriers to access justice,including substantive laws issues relating to gender biased laws( particularity concerning divorce,adultery and defilement) and difference in burden of proof requirements,administration of law issues including physical access,training and orientation of staff and delays in the delivery of justice.Other barriers which NRM has not handled to the satisfaction of the “weak sex “is the law status of women,power imbalances in the households as well as inadequate knowledge and information of legal rights.

Other areas women had big hopes to see it solved hastily by the NRM government they supported immensely but got angered by the delay is Gender based violence in all forms you may like to mention – domestic violence,sexual harassment,trafficking,rape and defilement.More than 40 percent Ugandan women have suffered domestic violence during NRM regime.Over 50 percent women aged 15-49 years experience physical violence to date,while 16 percent of women are sexually molested during pregnancy .Women know that ending conflict and insecurity is a key land\mark in the achievement of Gender quality but they are angered at waiting for so long without any meaningful change.

The largest number of women compared to male who are illiterate is not debatable.Women know that educational literacy are key human development indicators.Historical factors has hindered women’s enjoyment of their right to education and literacy.The illiteracy rate for persons with disabilities is big on the other hand.

I have not expounded in details something to do with cultural norms and values that discriminate women.In the political arena women face constraints in engaging in elective process due to factors such as limited resources for campaigning,spousal control and the misconception that leadership is a male domain.Regarding health rights,high maternal mortality and morbidity rates have not been handled adequately by the NRM government.Evidence from the Uganda Demographically Health survey done in 2006 shows that infant mortality is 137 per 1000 birth.Similarly another survey puts mart-anal ratio at 505 per 100000 live birth.The high total fertility rate of 6.9 has a bearing on rapidly increasing growth rate ( 3.3 percent) per an-um,which in turn has negative constituencies on provision of health services for women and increases the dependence ratio.Women say that the highest incidences of teenage pregnancies is associated with high risk to health and life to both mother and child.

Uganda women have not seen the reduction in Gender inequalities ( so that women,girls) are able to move out of poverty and to achieve improved and sustainable livelihood.Judging from the recent bye- elections, women in their large numbers have voted in protest against National Resistance Movement party candidates.Word is now going around that women will front their kind to compete for the post of presidency,come 2016.The most preferred is the present speaker of Parliament Miss Rebeca Kadaga.

You may ask why women have lost confidence in the siting government and instead preferred to protest the way they do in the bye-elections,yet the former Minister of Gender,Labor and Social development Miss Syda Bumba clearly indicated in 2007 that NRM is committed to taking action that will bring about more equal gender relations.Sighting The Uganda Gender Policy as a policy put in place to ensure that all Government policies and programs in all areas and at all levels are consistent with the long term goals of eliminating gender inequalities .How long term is Long term? Uganda women ask,Why has the Social change eluded women for now 26 years of NRM governance? Don’t you think women are simply fed up with promises which are not forth coming and unequivocally chose to protest through a bye-election vote? Your guess is s good as mine.Eh!

Although human beings are described as animals in the scientific terms, they are generally different from the four footed animals in their formation and structure.A person who never sat in a biological class where human beings are referred to as animals by science teachers will find something wrong with someone who calls them thus.
Indeed they are right in my opinion because people are not expected to behave like the four-footed animals in character,although they are rightly called so,because they are living things that feel and move about.People are expected in the real sense of the word to behave differently from animals like dogs,flies,fish and snakes,etc.Human beings must show from the word go qualities that distinguishes them from other scientific types of animals.They must be tender and kindhearted in character.In spite of that they are presumed to be inhuman.
One wonders why man is the greatest enemy of his fellow-man! God and man in the helm of leadership,having learnt that human beings behave rudely decided to set up rules and regulations to regulate their behavior.They both wanted to govern a peaceful society.But people have not lived to the wishes of God and Man.Since the creation of the word men have broken the rules of nature and continue to fiercely harass and torture his fellow-men.They are generally worse than the four-footed animals in their animal kingdom.

Animals do not whatsoever break the rules but human beings do.Animals are strict observant of rules governing them compared to human beings who break them at will and chagrin.They are fond of chaos and always work against clemency.Animals in peaceful co-existence are better than human beings.

For example,animals know their time of procreation,and respect the rules of intercourse and always procrastinate coitus,until they mate.On the other hand men make coitus a daily recipe.They go to the extent of forcing women and girls in their lust endeavors of having sex intercourse with them.Men rape women indiscriminately during war and in secluded places.They even knowingly involve in incest.Men break sexual rules.Animals do not.

Some thing very embarrassing to human behavior is when women get pregnant and decide to terminate the growth of foetus.They do not give children the chance to grow.Giving various reasons to support their actions.Animals jealously keep the rules of generation and multiplication.Killing young ones growing in their bodies to them is a felony.Abortion is the order of the day which does not a shame human beings at all.Gays and lesbians are spread everywhere and glorified by their kind.

Further more,in the wide expanse of land animals eat every green plantations in their sight.It is unbelievable if animals are called thieves when found in the gardens of cassava or potatoes having a first and second helping.They truly know in their conscience that every green vegetation is given to them by nature and the omnipotent-the creator of the universe.They do not break the rules of consumption and meaningful survival,only the human beings limit their use of the green cover by putting them in the enclosures as domestic animals!

Human beings in their quest for wealth break the rules of fairness and trust.It is the sole reason that most human beings entrusted with public resources wrongly use it and those under the responsibility of keeping public coffers misappropriate them.Human beings in public offices steal revenue collected from the tax payers.They overlap the boundaries of their responsibilities and authority given to them by the state.Those who do not have access to the coffers and hold public offices actually corrupt the system in which they work and intriguingly sale their services-Africans know what happens in the courts,health centers and at employment desks at the district headquarters.They are involved in corruption and sinister activities.Their acts is cognizance of misconduct of the highest order which can not be done by the four- footed animals,any way.

Worse to note is the destruction of human life.Men find pleasure in killing each other.The intentions behind all the wanton deaths you have seen and heard of emanate from the strong love of wealth and leadership-that rule for the protection of human life has failed human beings.Shocking stories about episodes abound in many spheres of life in the world.Politicians kill to stay in power and other people kill in order to hide information that may pin them in the long run out of their indisputable acts of survival for the fittest.Animals on the other hand revere animal life and they respect dignity.

Mobs have killed their fellows over the claims of theft of petty things like chicken or motorcycles without taking them to the police a the court.They defend themselves when they say that the police release the culprits prematurely.Now!questions raised.When will human beings surpass animal behavior in their activities since they were created in the image of God.

It is commonplace the present human race want a new and fresh beginning.A life with less troubles or skirmishes.A free society is most desirable in this contemporary world,so they emphasize.But what embarrasses you and me is that animals do not break rules of peaceful co-existence but human beings do!

Look around you. What do you see? Young men and women- the teens,isn’t it? They are not only within your reach. They are every where in the world.In villages you find them but quite a good numbers in urban areas.They are so demanding because of their prime years and they are extremely expectant.They want a new and good life.They want to excel in whatever they do.The youths are the back born of the world,so they say and indeed they are movers of all things if they are put to good use.They are actually Jumbo jets.The people you are looking at can help you politically,socially and economically change your country and at the same time they can make it difficult for you to live in it.Am I sounding threatening? It is for you to decide what is the missing link,that can make matters worse for you and those who deal with young men and women.It is the energy within the youths that is left untapped or used inadequately in the personal growth and the advancement of the nations,I suggest.Many do not have skills to fetch for themselves and their relations.They meander every where for the ends to meet and survival and usually find themselves unsuccessful in their endeavors and their dreams expected to be a reality become instead a hoax.

Those who have gone to school and eventually obtained paper qualification do not find jobs easily and others do not get them at all.This is common in A Africa where every thing is run basically on the foundation laid down by those white people who ruled them during their colonial days.Unemployment is actuary the missing link.It is beyond doubt that the Executive(s),the Judicially(s),and the parliament(s)hold the planing wheel of such nations,but one wonders why the young go hungry,lack basic need of life and yet out number the categories of other citizens.

One person told me that planing units in many countries are there in name and serve no purpose at all and the other one told me that most countries largely depend on hand outs that they add very little to their National Domestic Product and that those in political positions at any levels are egoistic that they cannot stretch their hands to equally distribute the public wealth or have the guts such wealth to go beyond their relations.What do you have to say anyway?

Yes! the bridge between the rich and the poor that has existed since time memorial ought to be bridged.Usually you find a young man or woman working in a private company or government institutions being paid peanuts in form of wages and salaries.Others stop at the food they eat while at work but the monetary independence is for other people.You find young men and women in security disorganization-guarding at the gates of the industries and shops others actually guard the boundaries of their countries against foreign invasion and provide the internal surveillance and security As well but they decry of less pay and partiality in the distribution of assets that can be turned into money for their benefit.

That young man who dig in your back yard farm,how much do you pay him?What about that young woman who baby sit your child while you are at work and champion the cleanliness of your home? Will you be happy if the money you pay them are paid to you at your place of work?

You are rich simply because you unsparingly used the resources of your country the citizens put in your jurisdiction to your advantage.You are rich simply because your country paid for your education in the 50s and you do not care and you are not bothered after all you are in politics and at the financial decision making table in the company your father started many years ago or you are a revenue collector or some other business man who have conspired for along time with revenue collectors and dodged the payment of official taxes.You are rich simply because you deepened your hand in the your nation coffers and body knew about it.

The youth are poor simply because they are deprived of every opportunity to earn wealth and they cannot cross the bridge to find you where you are.You have made it impossible and a taboo in the single word for them to do so.If you cannot help them cross the bridge the n remove the bridge.

Even a smallest unity of administration must have all embracing strategic plans that helps even the young (teens)to have a unity of exchange that makes them possible to acquire basic needs of life without to much ado.The economic village policies and the national must be practical plans for5 everyone.There is no need for developed countries to feel envy for the less developing countries and make their waters of economic growth turbulent.There is no need at all.The peopled living in less developing countries will move with the economically laid strategic plans put in place by their governments and the youths most especially will not became a thorn in the legs of such governments.At the lower levels governments must always come to examine the wages and salaries rates in the industries and The strategic plans put in place must tackle all spheres of life and must be all embracing.

As you need the funds to start or improve your income generating activities where you are,so is the youths.The teens have all considerable and perfect ideas that can gradually be put to good use for continued acquisition of daily bread but they lack the legal tender for exchange to do it.In presence of unemployment the youths in your country and in absence of assets for the youths to sell and get money in return,what do you expect them to do?Why don’t influence the authorities in your country to put in place a workable policy that will enable the government to allocate working capital to this class of people.Why?

This will enable the youths to keep themselves busy and generally avoid redundancy.Crime will become less as days turn into weeks and weeks turn into moths in the long run.The government will receive local taxes out of the youth will make- which money will be used to finance other government expenditures.Fund acquisition for the youth is very crucial and every ones responsibility.But funds without strings attached.

Help the youths to have a crime free generation.
